Scott,
I think the key difference between "Save As..." and "Export..." is what
document you are working on after you perform the operation. After you
"Save As...", the document you are working on is the one that you just
renamed ("saved as"). After you "Export..." you continue working on the
same document you were working on, but, as you said, you've created a
new copy of that document with a new name somewhere on disk (possibly in
a new format).
Having said that, I agree with Rob that better naming of the two options
would be nice, and "Save Copy.." seems very intuitive. Regardless, it
should also be clarified in help.
