Subject: Stringset fallbacks

I seem to remember either some discussion or a bug report about
falling back to second-best stringsets when there is no exact match
for the current locale. For instance Australian English is almost
identical to British English (I think most English-speaking countries
are) so we would prefer that over American English which is the
standard fallback. A broader case is falling back to any stringset
which matches just your language if there is none for your language
and territory.
If there was such a discussion, what was decided? If not, I'd
like to have a go at implementing it.
