metadata != props

    As mentioned previously, I think it's very important for developers to
    maintain a metadata vs. PROPS distinction:

    We now have metadata (mostly user-visible, mostly for indexing purposes).
    Tomas and I claim that the file format *also* needs document-level PROPS
    which which work as defaults for lower-level PROPS.

    In short, metadata is what goes in the new dialog. PROPS don't.

    [1] If this were the user list, I wouldn't quibble about this at all. As
    far as users are concerned, there *are* only one kind of file-level
    properties: the ones they see in the File Properties dialog.

    I just want to make sure that anyone doing development remembers the
    metadata vs. PROPS distinction. Nobody else needs to know or care.
