let ut_endian.h work on Win32 and fix debug build macro not returning a value

Allow ut_endian.h to be included in xp code that is compiled on Windows
(previously fell through to Linux defines or required avoiding inclusion).
Changed one debug macro call to use the variant that returns a value as the
function should return a value upon returning [Win32 debug build fix].
