Alan,
1) This doesn't do anything yet... i.e. nothing is connected to the F1
button, but soon GTK+2 will have this feature.
2) When it works, the highest-level window (focused window) always
receives key press events. F1 over a dialog should take you to the help
for that dialog. Lots of other programs do this, and it is the RIGHT
THING TO DO.
Nothing is robbed. In fact, if you open up a dialog and press F1 now,
you don't even get the global help manual. Trust me, the problems are
worked out in my mind and resolved.
