    i would assume there is an albanian keymap available somewhere and that
    some combination of keys with Alt or Alt-Gr will produce the characters
    you want without the need to buy a whole new keyboard.

    I am not familiar with that word "demarche" so maybe i am misinterpreting
    what you were trying to say.
