    Simple "does dictionary exist" method. Implemented in
    the front-end, but not in any of the providers yet.
    Returns a tri-state: "Exists, Doesn't Exist, and a
    pragmatic - I don't know if it exists or not" answer.

    This will hopefully work nicely with Andrew's "Show
    status icons in the spelling dialog" work.
