Then it probably can't reside on our server. RC4 is in the same class
as DES (symmetric block ciphers) and is subject to export control
in this country. The US allows export of symmetric ciphers that use
key sizes of up to 56 bits (previously 40 bits), but those exports
(source code and object code) require a license.

Is there somewhere you could store just the encryption-related
parts of libwv, or would it just be easier to move the whole
tree overseas?
