Look at (I haven't personally):

This supposedly has the file you need as well as mfc42.dll which you may
also need (I don't use 'Doze any more).
I found it by doing a search with Google and looking for something that
appeared to be a problem that contained a solution to something similar.
The site I found it on was a fix for loading Eudora. It says put the
file(s) in \windows\system.
