Hi you all,

I think the problem has to do with your "Regional Settings" in the
Windows System. The problem is the type of keyboard (language) you have
selected. Only languages supporting accents, like the Spanish or
Portuguese languages, understands the characters with accents. For
instance, in English there are no words using the ~ accent, or the ^
accents, right?

PS - In Linux this kind of troubles is much more easy to resolve.
