I messed up on this same issue. It sounded as if I should vote for my
own bug, and this sounded -- misleading at best. Looking at vote
counts, it is clear that in most cases all the votes for any one bug
could in principle have come from one person, which is not the kind of
information being sought here.
I really like the vote concept, and if I were on the receiving end I
would find this extremely valuable. But the current instantiation
obscures matters.
Without implying that I know anything about what's involved in the
implementation, I think I would be most greatly helped by something like
the following:
(1) Each person gets 5 votes.
(2) One vote per person per bug.
(3) With each bug, voter can indicate (a) desperate (b) essential
(c) would really like fixed.
Vote tallies would include the distribution between urgencies a, b,
or c, and trust the voters' integrity as to how they rate the priority
of each bug.
Sorry if this sounds like more trouble than it's worth, but I think
it's a valuable concept and would like to see it more widely used.
