The different options for toolbars (text, icons, both) do actually work
and can be enabled by editing the Abiword.Profile, which is one of the
'not hooked up yet' feature Dom was alluding to. If you are a programmer
you are encouraged to try and patch it if you can.
I'm almost certain there is a bug report filed. (have a quick look in
bugzilla, try searching for bugs with a summary that contains 'toolbar')
There are far fewer windows developers than there are Linux developers,
and those that are working on the windows version of abiword have more
important thing to work on than the user interface code, far more
important things like getting the layout to be properly WYSIWIG has taken
up huge amounts of time but I'm sure it will be dealt with in due course.

Nice idea but it creates work and if the developers had time to look at it
they would either fix it or hide it from the user interface completely
until it worked.
The reason it was put there in the first place was to
encourage/force/remind the original developers to fix it sooner rather
than later but it has been that way since about Abiword 0.7 (almost four
years ago) since when the original development team has changed entirely
as have the resources and priorities of the developers.
