Images losing resolution when printed

When I put images in my document, I make sure to insert high-res
images and scale them down by a large factor, because I know that
printers print at 600 dots per inch or higher, and I want to take
advantage of that resolution.

What I'm seeing though is the exact opposite: sharp crisp images while
in abiword displaying on my CRT, fuzzy, indistinct images when
printing or saving to pdf or ps - it looks like about half the dpi of
my monitor - maybe less. For a side-by-side comparison, look at the

the tanks on the left are lower resolution.

Is there some way to reverse this behavior?
