It is the library that make inserting of Gnumeric charts possible. I
doubt you would notice anything about increased overhead, especially
since the library would only be loaded when it is first used.

Yep, that error message appears when you don't have goffice-devel
installed (see above). We are sorting this out, as this is a bug in
goffice; the -devel package should not be needed.
