Please no, that combination [at least on Windows] is commonly (as in
only really bad applications don't support] used to Paste from the
clipboard (or last cut/copied chunk).

FYI on Windows, nearly everywhere (even places that have the mouse
actions disabled such as poorly setup kiosks):

Insert - toggle between insert mode (what people more commonly expect)
and overwrite mode (useful to replace existing items without needed to
highlight then cut/delete it).
Delete - deletes the text immediately after the cursor or the
highlighted text

Shift-Delete is cut
Ctrl-Insert is copy
and
Shift-Insert is paste

Personally I think Hub's suggestion of cursor vs block cursor is the
best course to take.
