It is not quite as easy.
(1) Toolbar functions used to implement this functionality are
deprecated in gtk since around 2.4.
(2) The toolbar editing code used by ephiphany et al doesn´t work with
those deprecated parts, so using the supported API is a first step
towards editable toolbars consistent with other gtk apps.
(3) By using supported API we now get those overflow arrowcitos when
the window is too narrow to show the whole toolbar (a much reported
bug).
(4) A11y only works with the supported toolbar API (if i´m not mistaken).

So much for ripping out features for not liking them.
