I've just probed further into the specification.
The fix I offered for the bug in the meta header was wrong. The relevant
bit should be content="text/html; charset=UTF-8"
The problem was being caused by the " before UTF-8, not the ; after
text/html. Sorry about that. If you fix this, the export will be fully
compliant. And it still rocks.
