Here's to answer my own question & to pose another.
I was using Keyman keyboards, which didn't work. Once I installed a Windows Hebrew keyboard, I could type Hebrew. Then I installed the native Windows Greek keyboard, and it works.
The question is: is there a way to use the Keyman keyboards? I'm using Keyman 6.0.164.0
