I believe that the question is more about having different
headers/footers on the first page (and I *think* it is now working in
2.4.4 for Mac OS X). Unless I misunderstand the original post, that part
is working (having the second page rather than the title page numbered
"1"), but the "of [total pages]" part does not. It is including the
title page in the total.

I'm not sure if this is possible or not. Poking around a bit, I couldn't
find a way of entering a field that would report [page count -1]. I
would expect that setting page numbering to reset at the beginning of a
new section would affect both the current page number and the total
number of pages. It seems that this is not the case.

That may be the simplest option, and it would "just work", though it
would be nice if an "official" way of doing it existed as well.

Another workaround (though again not ideal) would be to manually enter
the number of pages into the footer. So, instead of having a footer that
says "Page [page number] of [total pages]", it would instead be "Page
[page number] of 6". It wouldn't update the total number of pages
automatically, but would again "just work".
