This should be (is) possible. Did a google search and found a bug
report about it not working on the Mac version of abiword but that it does
work on other versions:

There is of course the alternative workaround of putting the cover page in
a seperate document.
haven't found a more detailed answer but perhaps knowing that it is
possible will encourage you to search more and mabye try the online FAQ or
be patient until someone else suggests the solution.
